Prime Minister calls on construction sector to deliver '6 breakthroughs, 5 guarantees'

Speaking at the Ministry of Construction's 2025 year-end review conference on the morning of Dec. 21, the Prime Minister stressed that in the new context, the construction sector must strongly renew its development thinking and vision, viewing infrastructure as one of the key drivers of growth. Along with this mindset, the approach to mobilizing and using resources must also be innovative, with mechanisms improved to effectively combine state capital with the private sector in implementing nationally significant projects.

The head of government noted that breakthroughs in science and technology, digital transformation, and green transition must be placed at the center. The construction sector needs to treat data as an important resource, gradually forming an integrated data system on housing, urban areas, infrastructure, climate, and the environment, interconnected with ministries and sectors to serve management, governance, and sustainable development.

Another issue particularly emphasized by the Prime Minister was creating a clear shift in social housing development. He said this is a fundamental solution to meet people's housing needs, while also helping regulate the real estate market, with the goal of completing one million social housing units by 2028. When this segment develops in a healthy manner, the commercial housing market will have better conditions for stability.

In the transport sector, the government leader called for a new development approach with a long-term orientation, ensuring planning has a century-long vision and maximizing the effectiveness of different modes of transport. Effective use of inland waterways, especially in the Mekong Delta, was highlighted as a solution to reduce site clearance costs, ease pressure on roads, and promote tourism and logistics.

Alongside these breakthroughs, the Prime Minister clearly stated the need to definitively address long-standing shortcomings and limitations, especially the disbursement of public investment capital. The Ministry of Construction needs to act decisively from the beginning of 2026 on key projects and works; strengthen discipline, order, and transparency in construction investment; prevent corruption and misconduct; and improve the effectiveness of state management.

At the same time, the head of government requested that the construction sector ensure five guarantees: open institutions to remove bottlenecks; smooth, synchronized infrastructure; smart governance in management and operation; practical and effective methods; and ensured coordination and mutual understanding among management agencies, localities, businesses, and investors.

Assessing the results of 2025, the Prime Minister acknowledged that infrastructure continued to be a bright spot for the construction sector, as the country completed its target of 3,000 km of expressways. Over five years, the total expressway length increased by about 2,000 km, more than double the total built in the previous 20 years.

The head of government also highly appreciated the role of the Ministry of Construction in organizing multiple groundbreaking ceremonies, inaugurations, and technical openings of nationally significant projects with large total investment, in which private capital accounted for a high proportion, demonstrating the leading role of public investment and the increasingly strong participation of other economic sectors.

According to the Ministry of Construction, by the end of 2025, the country is expected to complete more than 3,300 km of mainline expressways and more than 1,700 km of coastal roads; in 2025 alone, nearly 1,500 km of expressways were completed. The entire North-South expressway route from Cao Bang to Ca Mau has been opened to traffic, while many other important projects continue to be implemented on schedule.
